I had to remove IIS and reinstall for it to work
Control Panel>Add/Remove Programs/Add Remove Windows components - remove IIS and reinstall then run the .NET 3.5 installer again.

Not sure if this is the same issue some of you are having or not. But, after two days of trying to install thought i would share.

I came across with this error 1603 - fatal error occured.

so i was unable to install .net framework 3.5 , VStudio 2008

Later i found that .net framework is installed using bootstraper which requires internet connection.

so i connected to internet connection and installed. No it works great.

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Eventlog\Security\ServiceModel 3.0.0.0— Giving fill permissions to the above key worked for me.Finally able to install 3.5 after three days.Thank You so much.
